STiR has been working in Arua district in Uganda since 2017. Although the district education leadership formally welcomed STiR to the district, they made little effort to learn about the programme, and by May 2018, the successful embedding of our approach into system structures seemed very distant.

However, over the next few months we made great progress in Arua, which is now one of our most engaged districts. Working directly with senior district officials, we have successfully developed a shared vision and started to create a culture of improvement and government ownership.
