Luweero is one of the largest districts in Uganda. Despite some successes in raising access to primary education, improvements in student outcomes have been very slow. STiR started work in Luweero in 2015, and in 2018 we scaled up to work in every government primary and secondary school.

In order to successfully expand the programme, we needed to work much more closely with senior district officials and build their ownership of the model. Despite some significant challenges in the district, we’ve seen early signs of success and the programme has won the full support of officials.
